Occasionally. Interestingly, if you squeeze your browser window narrow enough it turns into the mobile version of Kinja. That's actually pretty nifty that it can do that.

I do sometimes, but not always. It has not happened to me today, though.

I get it every once in a while. Sometimes if I try to open a reply pane in a new tab.

Same here, the only way I can reply to comments is to right click then open the reply box in a new tab (looks exactly like the mobile comment box the OP posted).
